HOCHTIEF awarded a major contract for the German Armed Forces' billion-Euro university campus in Hamburg

  • Innovative, collaborative 10-year contract ensures efficient delivery

HOCHTIEF has been awarded a contract by the Federal Building Department to act as project partner in the development of the Helmut Schmidt University campus of the German Armed Forces in Hamburg. The entire project has an investment volume in the billion-Euro range. HOCHTIEF is responsible for demolition, extended shell construction, and facade work on the “Campus DOK” project. This partial contract is expected to have a volume in the mid-three-digit million-Euro range.

Today, all construction and planning partners, as well as the Federal Building Department as the client's representative, signed the multi-party contract. This forms the basis for collaborative cooperation between all partners throughout the entire planning and construction process.

HOCHTIEF CEO Juan Santamaría: “This contract combines our end-to-end expertise in the defence and education sectors. We are delighted to be strengthening the infrastructure of the German Armed Forces and the City of Hamburg. The cooperative contract model enables us to optimize the entire project holistically and minimize the risks for all parties.”

The German Armed Forces are providing approximately one billion euros in funding for the campus development. This will be used to redevelop almost the entire Douaumont Barracks (DOK) campus in Hamburg-Jenfeld: New buildings and renovations of existing structures covering an area of over 100,000 m2 as well as the associated infrastructure and outdoor facilities, will be realized on a 205,000 m² site. The goal is to create a climate-neutral, innovative, and modern science location that brings all of the university's currently outsourced departments back together on one campus.

In view of the complexity of this major project the Federal Building Department have opted for an innovative implementation method: integrated project execution (IPA). From the very beginning, all construction and planning partners, as well as the client, form an equal alliance that jointly assumes responsibility—including the opportunities and risks. This collaborative cooperation is intended to ensure a swift and efficient planning and construction process.
